Residents of Gulu municipality are up in arms against the authorities for poor service delivery that has bogged down development in the town. They blame the politicians in the town for failing to fix the road network and drainage system. Currently the roads in Gulu town are in a very bad state.

The sanitary lanes in the town are also blocked. Whenever it rains the streets are covered by flash floods.

Dominic Oketta, a boda-boda rider who operates near Uchumi supermarket faults the mayor George Labeja for the mess in the town. Oketta accuses Labeja of failing to ensure service delivery to his constituents making the road network in Gulu town to resemble that in the war torn Darfur region of Sudan.
